PROBLEM TO BE SOLVED: To provide an information communication mediation device capable of performing an aggregation service using a cellular phone.

SOLUTION: This information communication mediation device is for mediating information communication between a terminal owned by a user and a server owned by an agent providing an information processing service. This device comprises an identification information storage part storing user identification information assigned to each user by each agent in conformation with identification information of the agent which assigned the user identification information; an electronic certificate storage part storing electronic certificate of each user; a request receiving part receiving a user request of information processing service with an agent being designated from a user terminal; and a request transmission part transmitting, in performing the providing of information processing service by the designated agent only to the user whose validity could be confirmed by the electronic certificate, the use request of information processing service containing the user identification information of the user who is the transmitting source of the user request conformed to the identification information of the agent and the electronic certificate of the user to the server of this agent.
