An apparatus and a method for manufacturing a powder fusion type coated steel pipe are provided to improve space utilization by performing primary and secondary coating in a first space and performing tertiary coating in a second space. An apparatus for manufacturing a powder fusion type coated steel pipe comprises first and second coating spaces(Z1,Z2) arranged in parallel to each other. A plurality of support members(10,20) are provided in the first and second coating spaces, respectively, to support and rotate a steel pipe to be coated. An epoxy powder injection device(30) injects epoxy resin toward the surface of the steel pipe in the first coating space. A guide rail(40) is installed above the first and second coating spaces. A powder drop hopper(50) drops modified polyethylene in the upper portion of the first coating space and drops polyethylene resin in the upper portion of the second coating space.
