PURPOSE: A warm-water mat and a method for manufacturing the mat are provided to enable mass production using minimum labor, to remarkably reduce a failure rate, and to control generation of endocrine disruptor by substituting boding-processing with heat-compression. CONSTITUTION: A method for manufacturing a warm-water mat comprises the following steps: a step forming an outer cover by cutting and processing the outer cover according to a desired size of the warm water-mat; a step forming a main body by including same shaped insertion hole as the warm-water hose in a main body of mat(3) to insert a warm-water hose(2); a first adhesion formation step sticking a sheet paper(5) to one side of the main body of the mat after setting the main body of mat in the floor of a hot press(4); a step connecting the warm-water hose to the insertion hole through the other side face of the main body of mat; and a second adhesion step sticking the sheet paper to the other side of the main body.
