The present invention provides a method, system and apparatus for making a policy rule. The method comprises the following steps: a protocol converter (PC) or an application access control (AAC) receives a private network internet protocol (IP) address, a private network source port number and first stream description information, sent by an application function (AF), of a user equipment (UE), and the PC or the AAC modifies a source address in the first stream description information into the private network IP address, and modifies a source port number in the first stream description information into the private network source port number, so as to generate second stream description information (S402); and the PC or the AAC sends the second stream description information to a policy and charging rules function (PCRF), in order that the PCRF makes, according to the second stream description information, a first policy and charging control architecture (PCC) rule (S404). Adopting the present invention achieves resource reservation and control of a user terminal for a plurality of service accesses initiated for a service simultaneously. |
