PROBLEM TO BE SOLVED: To provide a liquid stopping bank which prevents concrete pieces of the body from scattering even if the body of the liquid stopping bank is destroyed by earthquake or Tsunami or the like, keeps the standing shape without falling down or collapsing, and in addition, keeps functions of the liquid stopping bank to prevent the flowing out of the content having leaked out from a tank even when joint sections have been damaged, and also, is easily constructed at a low cost.SOLUTION: A liquid stopping bank 1 is installed around a tank T, and on its body 2 made of concrete, joint sections are formed. On the surface of the body 2, a reinforcing film 3 made of a resin consisting of a compound formed by a chemical reaction of an isocyanate and a hardening agent consisting of at least one of a polyol and an amine is applied. The reinforcing film 3 is applied at least across the joint sections and covers the joint sections. |
