A method for treating a compacted paper web to improve the strength, stiffness, and burst and TEA characteristics is described. The method comprises steps of taking the web by being compacted without creping, impregnating under pressure both side of the web with a soln. contg. starch while controlling the degree of moisture absorption from the soln. by the web, and drying the web. The dryed web contains about 1.0-10% by weight starch.
