The tool is used for cutting of apertures in lengths of synthetic foil, thin cardboard, etc for the lagging of insulated pipe lines at pipe junctions. The tool consists of a strong compass, with one leg (9) containing a tip (16), and the other leg (10) contains a removable cutting blade (20). The end of the second leg is formed as a blade retainer (19). The retainer has a slot, which extends in the longitudinal direction of the leg. The blade may be lowered into the slot, and is fixed in a retracted or extended position by a clamping screw. The first leg has a pivoted guide (12) for the second leg.
