A feeding box(2) with a cap seat & a cutting box(3) having a cap core(4) within it is mounted on the frame(1) to be cooperated by the crank shaft mechanism A cap is fed to the cutting box(3) by the cap seat and then is positioned to the cap core(4). Four cutters cooperated by the lock arm(2) can simultaneously cut the predetermined portion of the cap. Thus, the cut cap is discharged by the discharging bar and slags are discharged from the cap core(4) by the slag discharging member.
