Disclosed is a 5th generation (5G) or pre-5G communication system for supporting a data transmission rate higher than that of a 4th generation (4G) communication system such as long term evolution (LTE). The purpose of the present invention is to perform a random access in a wireless communication system, and a base station comprises: a communication unit for transmitting system information including a plurality of threshold values and a response including random access results of each mode; and a control unit for detecting a preamble and determining the random access results on the basis of the preamble.
