(a) a catalytic material comprising a bulk perovskite structure comprising a double layer of TiO2 on the surface of said bulk perovskite structure, the Ti02 forming a non-stoichiometric region under set conditions in contact with water, (b) an electrode in electronic communication with the catalytic material; and (c) a second electrode.
