According to the invention, the device is characterised in that it consists: of a pair of grooved pulleys 1 and 2 provided with a braking means, of a rope 3 in a closed loop, stretched between the said pulleys which are supported by two telescopically mounted longitudinal members 5 and 6, the assembly being held and fixed vertically on a base 8.
