PROBLEM TO BE SOLVED: To perform passage management corresponding to the position of a mobile device at a passage management system that manages the passage of a passer-by through radio communication between a gate device and a mobile device when the passer-by passes through a passage without getting the mobile device close to an antenna.SOLUTION: A gate device 12 intermittently emits reference signals with the constant amount of transmission energy from antennas 16, 17 provided in the travel direction of a passage 14. A mobile device 11 determines whether or not it has gotten to an entry position on the basis of the received amount of energy of the two reference signals received from the antennas 16, 17, and gives notice of entry notification information to the gate device 12 if it has determined that it has gotten to the entry position.
