A development process is provided in which a two-component developer containing insulating toner particles and support particles containing a resin and magnetic material is applied to the surface of a development support, the thickness of the layer of developer on the development support being adjusted so that it is less than the distance between the development support and a latent image support on which a latent image to be developed has been produced, and the insulating toner particles are transferred into a development zone over the distance to the latent image support in order to develop the latent image.
