Provided in embodiments of the present invention are a communication method and network device. The method comprises: determining, according to system measurement information reported by a user equipment (UE), a virtual grid of the UE; and determining, according to the virtual grid of the UE, a radio resource management (RRM) function of the UE. The embodiments provided in the present invention realizes an RRM function control with a grid granularity to obtain more precision compared with the cell-level RRM function, thus increasing a success rate of the RRM function for the UE.
