The method comprises: after a conflict occurs between a program of a non-access stratum (NAS) or an S1 interface and a switching program, and after it is detected that the switching program runs successfully or unsuccessfully, a radio access network gateway (RAN GW) or a core network element re-sending a request instruction for the program of the NAS or the S1 interface. |
