PURPOSE:To shorten the unstable period of the circulation flow of a medium so as to relax the shock to the flow path of the medium by providing a control member to limit the flow direction of the medium to one side in the flow path of the medium. CONSTITUTION:In a heat exchange tube 13 a radiator plate 18 is provided between the highest portion of the said tube 13 in the inverse direction to the gravity and a check valve 11. The check valve 11 is connected to a cooling tube 10 and the heat exchange tube 13 in the direction so as to fluid in the said tube 13 is to be flowed into the cooling tube 10 and can not be flowed inversely. And a check valve 12 is connected to the cooling tube 10 and a connection tube 14 in the direction so as the fluid in the cooling tube 10 is to be flowed into the connection tube 14 and cannot be flowed inversely.
