PURPOSE:To satisfactorily mix a toner and carrier and to form an fog-fee image by extending a wire between a developing sleeve and toner supplying roller along the axial direction thereof and impressing a voltage having the polarity component reverse from the electric charge polarity of the toner to this wire. CONSTITUTION:The toner T0 in contact with the outside peripheral face of the toner supplying roller 4 is conveyed by the rotation of the roller 4 to the part opposite to the developing sleeve 2. On the other hand, the carrier Ca on the sleeve 2 is conveyed in an arrow direction (a) according to the rotation of the sleeve 2. The carrier is then subjected to bristle cutting and agitating by the wire 6 in a supply region Y, where the toner T0 conveyed by the roller 4 is scraped by contacting the carrier Ca and the electric charge quantity of both the toner and carrier is increased. The high potential toner attracted to the surface of the roller 4 is attracted to the minus polarity component of the AC impressed to the wire 6 by a recovering bias voltage VSS and is detached from the surface of the roller 4. This toner is supplied to the surface of the sleeve 2.
