PURPOSE:To simplify processing and a circuit by providing a third selection circuit inserted into channel output branching a third adding circuit and an output from a third frame aligner circuit into the PCM primary group C of a first RAM. CONSTITUTION:The third selection circuit inserted into the channel output branching third adding circuit 10 and an output from the third from aligner circuit 9 into the PCM primary group C of the first RAM 1, is provided. The frame position of the PCM primary group that includes the branched channel and an omnibus channel and the frame position of the PCM primary group that includes the signal-inserted channel and an omnibus channel are made identical by the frame aligners 3, 7, 9, thereafter, the data are written in the same RAMs 1, 5. And the data are read out into positions that connect the branching/insertion with the omnibuses at necessary times. As a result, a direct branching/insertion and the forming of an omnibus are made possible without returning the rate to 64kb/s, and the processing and the circuitry can be simplified.
