PURPOSE:To contrive to improve the reliability and the continuity by using the same phased array antennas by two sets, and placing these phased array antennas so that both the phase centers are positioned in the same plane vertical to the scanning direction. CONSTITUTION:The first and the second scanning beam antennas 4, 14 are placed so that the phase centers of a scan are positioned in the same horizontal plane. When one scanning beam antenna is being operated, the other scanning beam antenna is held in a holding state, and is case when an abnormality is detected by a monitor antenna 6 or 16 or the antenna which is being operated, and a monitor circuit 17, a control signal is sent to an antenna switch 3 from an antenna switching controller 18 by a command of the monitor circuit 17, and immediately, said antenna is switched to the other stand-by antenna in the course of holding.
