PURPOSE:To detect a component of generation of modal by a simple construction and in a short time, by providing an observing unit model which assumes an axial twist torque for each modal. CONSTITUTION:A generator 5 and turbines 2-42 of one or more are connected axially to one another as material particles respectively. Moreover, an observing unit model 1 constituted by a turbine generator model 11, a control matrix 12, observation matrixes 13, 14, an adder-subtracter 15, etc. is provided. This model 1 assumes a state vector by prescribed formulas on the basis of an electric torque MG of voltage, current, etc. of the generator 5 given through an electric torque detector D1 and a steam torque (machine torque) MD of the turbines 2-42 simulated through a steam torque simulator 8. On the occasion, a deviation of one number of revolutions from the number of revolutions assumed in the matrix 14 is designed to be fed back through the matrix 12. The amount of the deviation is assumed as an amount of correction and taken out through the matrix 13, and thereby an assumed axial torsion torque is detected for each modal.
