PURPOSE:To easily prepare cleaning and soaking liquid which is safe even when water from water supply etc., is used by processing the water by adding ion exchanger particulates and a sequestering agent, and filtering the processes water. CONSTITUTION:The ion exchanger particulates and sequestering agent are added to the water for the processing. Then the side part of a container main body 10 is clamped and then the liquid contained in the main body 10 is filtered by a porous hollow year membrane 28 which has a fine hole diameter for stopping particles of at least >=1mum constituting a hollow yarn module 26 to obtain the soaking liquid. This soaking liquid reaches an outflow port 22 through a communication space 32 provided in a cap 18 and is discharged therefrom. When the main body 10 is released from being clamped after the filtering operation, the pressure in the main body 10 is reduced by means of the elastic restoration of the main body 10, so external air is guided to the membrane 28 of the module 26 from the outflow port 22 through the space 32 to flow in the main body 10 through its hydrophobic part and the pressure in the main body 10 returns to normal pressures and the main body 10 restores itself to its original shape. Thus, the soaking liquid is easily prepared with water from water supply, etc.
