PURPOSE:To eliminate the increase in the call processing quantity due to the expected reduction of traffic or repetitive recalling by applying incoming hold processing for holding a call depending on all-line busy in case of incoming call of an exchange and for connecting the call to the idle line. CONSTITUTION:If all representative line groups to a terminal equipment to be called are busy the exchange holds an incoming call from the caller till the representative line is idle and giving call restriction to the called terminal equipment thereby acquiring the idle line with the first priority by the exchange in the event of occurrence of the idle line. Thus, the waiting loss for the traffic reduction or the repetitive recalling causing the increase in the call processing quantity are avoided and the operation service is improved and the call processing efficiency is enhanced.
