PURPOSE:To restrain the maximum rotational speed of an engine during operation at a low temperature and to prevent white smoke from being produced, by forming a governor spring for determining the maximum rotational speed of the engine from shape memory alloy so that the force of the spring may be decreased when the temperature of the engine is low. CONSTITUTION:When the rotational speed of a Diesel-engine increases, the centrifugal force exerted to flyweight 14 increases so that the urging force exerted to a shifter 18 by a roller 20 is increased. As a result, a tension lever 24 swings about a fulcrum 26 overcoming a governor spring 50 so that the fulcrum 42 is displaced rightward, and accordingly, a control rack 52 is displaced rightward. Accordingly, the discharge amount of fuel from an injection pump 10 is decreased. In this arrangement, the spring force of the governor spring 50 made of shape memory alloy is decreased when the temperature of the engine is low. Thereby the tension lever 24 is urged by a small force when the temperature of the engine is low, thereby it is possible to decrease the torque of the engine.
