The arrangement includes a circuit for delaying an input signal by a preset time and a circuit for detecting a vertical correlation of the input signal from the input signal and the delayed input signal. The latter circuit outputs a vertical correlation signal if the vertical correlation is large but does not output any signal if the vertical correlation is small. An operational circut operates on the input signal and an output signal of the vertical correlation detecting circuit to obtain an output signal so that the comb filter shows a comb filter characteristic when the vertical correlation is large and allows the input signal to pass when the vertical correlation is small.
