The apparatus comprises a bar-shaped material supplying portion for supplying the material through engaging and disengaging or a clutch plate operated by a cam as conventional driving means, a cutting portion for cutting the supplied material, and a feeding portion for feeding the cut material by rotating the rotary table which four material retaining tools are mounted thereon, each tool having a stepped bar resiliently supported by a spring, and by pushing a hinged supported lever with a push rod so that a hitting member attached on the upper side of the lever pushes the rear end of the stepped bar.
