FIELD: fuel.SUBSTANCE: invention discloses a method for increasing specific efficiency of liquid hydrocarbon fuels, in which grinding and mixing device comprises a device that subjects mixed fluid, which contains water and hydrocarbon, to the action of pressure, making it flow and accelerate to pass through opening where it is ground and mixed, wherein the flows of water with hydrocarbons are passed in the ratio of 0.12/1.00 -0.15/1.00 through five alternating zones in the body of rotary disk apparatus: water and hydrocarbons absorption and mixing in the I-zone between the inner surface of the cylindrical body, inlet housing cover and plane of the rotating disc with pressure P = 0.4 atm, grinding of mixed fluid in the II zone via annular ultra-narrow recesses that have the width of h = 0.15…0.2 mm and are formed by the periphery of rotary disk rotating at a frequency of 10,000 rpm and inner cylindrical surface of the housing where synthesis of alcohols and esters takes place when mixing water and hydrocarbons by decomposition of hydrocarbon and water molecules due to shear stress, break of molecular bonds to form radicals and groups of radicals, which form new hydrocarbon and hydroxyl-hydrocarbon compounds at interaction with each other and fragments of water molecules; mixing in the III zone between two surfaces of the rotary discs, external surface of the shaft, inner cylindrical surface.
