The apparatus forms fluorescent film with constant roughness and thickness by pouring the fluorescent material into a revolving tube with constant speed through a nozzle and by letting the material be coated over the tube surface by self gravity and centrifugal power to be dried. It comprises a tube combining hole (2a), one or several tube sustainers (2), a damping section (3), a nozzle (8) for supplying fluorescent material, and a drying device.
