PURPOSE:To provide a still picture recorder and still picture reproducer capable of reproducing a stable still picture without turbulence in the case of reproduction in any recording/reproducing system of a field recording/reproducing system and a frame recording/reproducing system regardless of the kind of a non- interlace video signal and an interlace video signal. CONSTITUTION:A writing means 24 of a signal processing means 2 writes video signals or black level signals prepared by video signals or modifying the video signals for a prescribed number of horizontal synchronizing period in a storage means 23 by the counting by a counter means 22 in accordance with the kind of video signals discriminated by the recording system selected by a recording system selection means 1 and a discrimination means 21. The signals written in the storage means 23 are read by a reading means 25 and are recorded on a recoding medium 4 by a recording means 3.
