The equipment i.e. mower, has an engine that is utilized for rotating a drive pulley (3). A mobile tool or cutting blade is driven by the rotation of the pulley. A driving belt (5) is engaged on the drive pulley. A set of brake elements and a clutch (103) are connected such that movement of the clutch element is provided with two successive phases. The brake elements are passed from a braking position to a withdrawal position in one phase. The brake elements do not undergo a significant movement, where the brake elements remain in the withdrawal position in another phase. An independent claim is also included for a clutch and braking device.
