PURPOSE:To provide the route changeover system in which no confusion takes place in the transmission sequence of cells at route changeover with respect to the changeover system of an internal route in an ATM exchange. CONSTITUTION:An ATM exchange switching an internal route through which a cell passes when internal congestion takes place is provided with a route information conversion means 10 which converts destination information of an input cell from an incoming line 2 into information designating a route in an ATM switch 1, adds information enabling to identify a head cell after route changeover and a final cell before route changeover entered after route changeover information is received from a controller 4 to a cell and outputs the result to the ATM switch 1 and with a cell transmission sequence adjustment means 20 which receives a cell outputted from the ATM switch 1 to detect a final cell and a head cell, outputs the final cell to an outgoing line 3 and outputs cells succeeding to the head cell to the outgoing line 3.
