PURPOSE:To generate a charging bill file only as to communication whose session is established with respect to the generation of the charging bill file of the packet exchange. CONSTITUTION:A charging bill file is generated to a call setup when the call setup procedure is given. The exchange is provided with a call setup detection means 111 to detect the call setup when the cell setup is given and with a charging bill generating means 100 generating the charging bill file to the call setup, a counter means 114 counting number of charge data to be sent and received after the call setup detection means 111 detects the call setup and with a discrimination means 115 to operate a charging bill generating means 100 when the count of the counter means 114 becomes a prescribed number or over.
