PURPOSE:To improve the economicity of the packet exchange network by reducing a backup cost through a public network at congestion. CONSTITUTION:In the backup system of a packet exchange network 1 in which when normally provided lines L1, L2 of a path R are in congestion, a public network 2 is used to increase number of lines of the path R, plural public lines L3, L4 are allocated for backup to the path R and while the path R is in congestion, the public lines L3, L4 are connected sequentially and number of lines is increased stepwise and when the path R is not in congestion while the public lines L3, L4 are connected, the connection of the public lines L3, L4 is sequentially released and the number of lines is restored to the number of the normally provided public lines L1, L2.
