<p>Low bromine vapor pressure compositions are disclosed which contain perhalides of formula (I) in which R1 and R2 are independently hydrogen, hydroxyethyl, alkyl, cycloalkyl, (alpha, omega)-alkyl, alkyl ether, polyether, polyoxyalkylene, heterocyclic ring-substituted alkyl, and halogenated alkyl; X is chlorine, bromine or iodine; and at most one of R1 and R2 is hydrogen; and a solvent comprising a water soluble, bromine stable, organic solvent.
