PURPOSE:To improve serviceability for a transmitter and to avoid the wasteful use of a radio channel by attaching zone inside/outside attribute on every radio zone, and informing it to a radio base station. CONSTITUTION:This system is equipped with a mobile station 3 provided with a radio transmitter/receiver, and the radio base station 2 arranged at each of plural radio zones 5 where a service area 4 is blocked and connected to a control station 1 via a wired line and connected to the mobile station 3 via a radio line. Furthermore, zone inside/outside identification representing that its own zone is an inside radio zone or an outside radio zone is attached on each of the radio zones 5. Also, the system is equipped with a zone inside/ outside registration means which informs the change of the storage content of a zone inside/outside identification storage means when it occurs to the control station 1 via the radio base station 2, and the control station 1 is equipped with a mobile station state storage means which stores and updates a value representing the change of the storage content of the zone inside/outside identification storage means provided at every mobile station 3.
