PURPOSE:To attain a large amount of communication by allocating entire con trol channel functions to a normal control channel when a down control channel signal amounts are small, and operating both normal and auxiliary control channel devices when the signal amounts are increased, in a radio base station constitution a mobile object communication system. CONSTITUTION:When a radio base stations 2 starts a communication service, a dedicated control channel signal, paging control channel signal, or access control signal are communicated from a main controller 3 through a normal control channel device 4 to a mobile terminal. At that time, the down control channel signal amounts are accumulated by the device 3. Then, when the signal amounts are less than the upper limit threshold value of the control channel signal amounts, it is not necessary to switch the control channel by the device 3, and when the signal amounts exceed the upper limit, the device 3 judges that it is necessary to divide the control channel operation, and operates both the device 4 and an auxiliary control channel device 5. Thus, it is possible to facilitate a countermeasure to many communications by dividing the operation.
