PURPOSE:To provide the animation processing method in which the processing circuit is made small in the animation processing for a High Vision television receiver or the like and a delay quantity in data is reduced. CONSTITUTION:A source coding section 1 is provided with a data detection means 50 which extracts one-dimensional discrete cosine arithmetic operation processing data DO1 being output of an one-dimensional arithmetic operation section 31 of a discrete cosine transformation section 30 to detect whether the data are effective or in effective a CBP conversion section 60 connected between the data detection means 50 and a variable length coding section of a next state an output of the quantization section 40 in connected directly to the variable length coding section of the next stage, effective/ineffective information data for quantization data detected by the data detection means 50 are subject to CBP code accumulation processing by the CBP code conversion section 60, and the result is sent to the variable length coding section of the next stage together with the quantization data processed by the quantization section 40.
