PURPOSE:To provide an integrated control system of traveling and cargo handling, having a travel feeling improved. CONSTITUTION:In an industrial vehicle which controls a car speed so as to become the desired one by way of driving a gear pump 92 and a variable displacement pump/motor 2 with an engine 1 and making a discharge quantity of the pump/motor 2 variable by two pistons 32, 14, it is provided with an accelerator sensor 42 detecting the manipulated variable of an accelerator pedal 41, a lift sensor 46 detecting the manipulated variable of a lift lever 45, two piston position sensors 31A, 31B detecting the manipulated variable of a lift lever 45, two pintle position sensors 31A, 31B detecting each travel of both pintles 32, 14 and a central processing unit 62 calculating a target throttle opening on the basis of the accelerator sensor 42. Also it is provided with the central processing unit 62 calculating the target throttle opening on the basis of the lift sensor 46, and another central processing unit 62 which compares a detection signal out of the pintle position sensors 31A, 31B when it has come to material handling traveling with the preset reference value, and in the case where each detection signal out of the pintle position sensors 31A, 31B is not within the range of the reference value, commands them so as to calculate the target throttle opening on the basis of the accelerator sensor 42.
