PURPOSE:To realize an excellent electronic bulletin board device in which access right information on the slave computer of a user registered in an accessing user registering part can be updated when the access right information being managed on a host computer is changed by providing the host computer with the accessing user registering part. CONSTITUTION:When the access right information of an access right information storage part 112 on the host computer 11 is changed, a bulletin board information managing part 114 refers to the accesssing user registering part 113 for a processing requesting person whose access right information in an access right information holding part 122 must be updated because an accesss tight is changed. Then, the changed part of the access right information of the access right information holding part 122 is updated through a connection processing part 123 on the slave computer 12 to be an updated object. If connection with the connection processing part 123 is impossible, the connection with that user is considered to have been finished, and the user is deleted from the accesssing user registering part 113.
