PURPOSE:To reduce communication cost by automatically selecting line exchange or packet exchange at communication start time. CONSTITUTION:A pseudo line communication control means 4 is provided with a function for performing communication control, which is equal to the execution of connection and communication with a line, to a terminal 1 and data temporarily sent from the terminal 1 are stored in a terminal data storage means 6. When the end of transmission data from the terminal 1 is detected by a communication end detecting means 5, an exchange class deciding means 7 selects the class of exchange at the lowest cost by comparing tariff parameters such as received data amounts in the means 6. A pseudo terminal communication control means 9 executes communication control with a network as a pseudo terminal and sends the data to the selected exchange network. A device control means 10 operates the entire device while managing the control sequences of the means 4, 5, 7 and 9. Thus, the communication cost can be reduced by automatically and efficiently using an ISDN, which enables the communication of both of line and packet exchange, for the data terminal with the low call tariff.
