PROBLEM TO BE SOLVED: To provide a control device, a control system, and a control method that can improve convenience by automatically controlling an apparatus.SOLUTION: A communication unit 11 communicates with a user terminal. A determination unit 12a determines whether the user terminal has entered a prescribed area or has exited from the area according to the communication with the user terminal performed by the communication unit 11. If it is determined by the determination unit 12a that the user terminal has entered the area, a control unit 12b obtains a control object apparatus within the area corresponding to identification information on the user terminal and control contents from a registration apparatus list storage unit 13a, and controls the control object apparatus within the area on the basis of the control contents.
