PURPOSE:To speed up a supply of fluid to a lubricating system since the start of an engine, improve quickly the lubricating property of the engine and reduce quickly knocking. CONSTITUTION:A timing pulley 10 is provided on the tip of a cam shaft 1 and a ring gear 25 is interposed between both 1, 10. The ring gear 25 are provided on both axial sides with respective hydraulic chambers 26, 27 between the cam shaft 1 and timing pulley 10. Oil pressure is selectively supplied to the respective hydraulic chambers 26, 27 by an oil control valve(OCV) 44 to move the ring gear 25 axially and relatively pivot the cam shaft 1 and timing pulley 10. An electronic controller 71 controls the OCV 44 to inhibit the supply of lubricating oil to the respective hydraulic chambers 26, 27 for a predetermined time after the start of an engine. Thus, the capacity of the lubricating system is reduced by that inhibition and a valve system or the like will be quickly filled with the lubricating oil.
