CONSTITUTION:The reference voltage of a reference voltage output circuit 40 is set at a low voltage or a high voltage before a starter 4 is driven. After an engine is started, if the cranking period of the starter 4 is long or the rise of the revolution of the engine is small, it is decided by an engine start state deciding circuit 30 that the starting state of the engine is defective and, after the reference voltage is switched to the low voltage to put the alternator 10 into a generation stop state, the reference voltage is gradually switched to the high voltage In the cases other than the above mentioned cases, the starting state is decided to be not defective and the reference voltage is the high voltage with which the alternator 10 is in a normal generating state.
