PURPOSE:To equalize the utilization of a radio channel by controlling the traffic of a group of mobile sets which belong to the same subscriber. CONSTITUTION:This mobile radio communication system composing the radio channel 3 of a communication channel 3A and a control channel 3B prescribes the mobile sets belonging to the same subscriber 2 to be the mobile sets of group subscription 2G and a mobile communication exchange 1 is provided with a scription identification means 11 identifying the mobile set of group subscription, a communication state monitoring means 12 monitoring and storing the communication situation of the mobile sets of group subscription 2G, a communication limit prescribing means 13 prescribing the limiting number of simultaneous communication for each group, and a connection control means 14 confirming whether a pertient mobile set is among the mobile sets of group subscription or not at the time of receiving the request of connecting the origination and the transmission of the mobile set and, at the time of the mobile set of group subscription, assigns the communication channel when the number of the communicating mobile sets of group subscription within the same group is less than the limiting number of simultaneous communication and can not conduct connection when the number is not less than the limit number of simultaneous communication.
