PURPOSE: To reduce a position registration area to improve the position information precision of a mobile station by setting the number or base stations, which are registered at the time of position registration of the mobile station, to an exchange to limit it. CONSTITUTION: When the power source of a mobile station 5 is turned on or the mobile station 5 is moving to the position registration area, a base station 1 of the best radio communication state is acquired, and IDs of the base station 1 and base stations 2 and 3 which can be acquired and their reception levels are transmitted to an exchange 6. The exchange 6 receives them to check whether the mobile station 5 limits the number of base stations whose positions should be registered in the area 1 or not and checks whether the base station 1 limits the number of base stations whose positions should be registered in the area 1 or not. If it is not limited in either check as the result, the exchange 6 registers all IDs of base stations 1, 2, and 3 which the mobile station 5 can acquire. Registered base station IDs are transmitted to the mobile station 5, and the mobile station 5 receives them to register all the received base station IDs.
