PURPOSE: To satisfy the condition specified to a specification that the recovery voltage at 90% or more of the rated voltage is maintained for 5 cycles or more even in the case where a value of the capacitance of a capacitor of a waveform adjusting unit is small. CONSTITUTION: An auxiliary switch 40 is provided in parallel with a starting gap 34 so that a trigger pulse to be applied to the starting gap 34 is used as the closing command signal of the auxiliary switch 40. The auxiliary switch 40 is switched from 'open' to 'close' after the predetermined time is passed from the time when the trigger pulse is applied and the starting gap 34 is switched from 'open' to 'close', and the current is flowed from a voltage source capacitor 31 to a waveform adjusting unit 36 through the auxiliary switch 40 so as to charge a waveform adjusting capacitor 362, and a voltage of the recovery voltage vr as an applying voltage of a test circuit-breaker 1 is recovered to a value before the attenuation. A voltage value at the predetermined value or more can be thereby maintained for a long time.
