The valve damper for an internal combustion engine has an advantage of improving impact and noise generated upon the switching operation of intake/exhaust valves. The valve damper comprises: a body inserted onto the outer peripheral surface of a valve stem of the engine which is opened/closed by means of a cam, fixed to a cylinder head, and containing oil therein; a horizontal plate connected to the valve stem and elastically supported by means of a valve spring; and a diaphragm for forming an oil flowing passage on the one side of the horizontal plate.
