SOLUTION: Each of program information consisting of moving images and sound is supplied from N encoders 31 to a encoder 3N by a terminal 2. Each of the encoders 31 to the encoder 3N encode program information by different encoding methods and encoding rates and generates encoded data in accordance with the instruction from a storage controller 6. Each of the encoded data generated from the encoder 31 to the encoder 3N is switched by a changeover switch 4 and is stored in the prescribed area of a storage memory in accordance with the instruction from the storage controller 6. An output controller 8 selects either one of the plural encoded data of the plural programs stored in the storage memory 5 according to output request information. The selected encoded data is successively read from the prescribed area of the storage memory 5.
