<p>PROBLEM TO BE SOLVED: To effectively use a network resource by calculating an optimum UPC parameter (restriction period length) with traffic flowing into a system and the network resource as the parameters. SOLUTION: A subscriber circuit 201 consists of a UPC device 202 and a cell reception part 203. The UPC device 202 is provided with a monitoring part 204 monitoring traffic quantity which flows in, an arithmetic part 205 calculating restriction period length setting cost per frame to be a minimum from the given parameter and a restriction part 206 restricting in-flow traffic with restriction period length restricting traffic as the parameter. In a mechanism setting restriction period length restricting traffic as the restriction parameter, restriction period length setting network resource quantity per average data length of information flowing into the system to be a minimum is calculated with the average number of packets flowing into the system and the network resource quantity of buffer memory quantity that the system requires as the parameters.</p> |
