PROBLEM TO BE SOLVED: To automatically obtain a picture data base from picture data scattered on a network. SOLUTION: A picture information input part 1 collect-inputs picture data on the network and its auxiliary information and a feature of a picture extraction part 8 extracts the feature of a picture based on the method stored in a picture feature extracting method describing memory 9. A picture category detection part 11 detects a picture category based on a method stored in a picture category detection method describing memory 12. Thereby, a retrieving value to the feature of the picture, a retrieving value to the picture category and a retrieving value of picture auxiliary information are set to retrieve and to display the result.
