PROBLEM TO BE SOLVED: To prevent blocks from being blown away by wind or flowing out with rainwater and prevent mold or plants like grass or moss from growing, by at least impregnating sand for laying blocks with a hydraulic material sized to range in a specified scope. SOLUTION: Sand for laying blocks is impregnated with at least a hydraulic material sized to range in 10μm-0.5mm. As the hydraulic materials, cement or cement clinker is used. When the material size is finer than 10μm, it is too fine to stuff it into joints of blocks and also wipe well the rest on the blocks and further, it becomes hard to penetrate the sprinkled water after stuffing when it is too fine and hence, the joints are not evenly solidified. On the other hand, when the size is larger than 0.5mm, a sufficient binding force can not be obtained and it is crumbled. The sand for blocks is laid on a roadbed when installing blocks or stuffed in joints of blocks.
